中国展示其负责任的国家形象

非常荣幸能代表ISO大家庭,与各位在座的中国利益相关方代表进行沟通。由于全球化的深入,不仅是由于贸易的需要,而且很多其它的问题,诸如气候变化、环境保护、公共安全、健康以及信息通讯技术的广泛传播应用,使得社会对国际标准的需求越来越强烈,与之适应,制定的国际标准的数量也越来越多。

ISO是一个拥有157个成员国家、以制定基于协商一致为基础的标准的国际组织,它制定了17000ISO标准,现在每个月还有100项左右的新标准或修订标准,因此,ISO是制定国际标准的领先组织。我们制定的标准与可持续发展的三大支柱密切相关,而可持续发展是全球社会关注的一个重点议题。事实上,标准通过与促进贸易相关的新技术及创新的技术扩散和良好商业实践的广泛传播而对经济增长做出贡献。在环境方面,通过良好环境实践,对气候变化做出响应、环保标志,以及与空气和水质量有关的标准,噪音测量和废弃物有关的标准等而与可持续发展的环境因素产生密切关系。

而在消费者保护、职业安全以及健康技术,以及服务等方面的标准化工作的开展,使得标准化与可持续发展的社会因素产生了联系。

中国在很多年前就已经是ISO的正式成员,但随着贵国在最近几年成为世界经济的火车头,中国在ISO的活动变得越来越重要。现在,对于中国而言是一个非常好的时机,不仅要大量使用国际标准作为内部发展和开拓新市场的工具,而且也需要积极参与国际标准地制定。现实中,我们已经看到,贵国在ISO的标准化活动中更为积极地身影。一些实例是:两年前,中国就成为ISO具有象征意义的TC 1螺纹技术委员会秘书处承担国。在另外一个领域,最近,中国与德国联合承担了船舶与海运技术委员会秘书处,更近的例子是,与日本联合承担了TC 38纺织品技术委员会的秘书处。显而易见,贵国在不断地加强在ISO中的活动。

中国国家标准委(SAC)是贵国在ISO的成员,我们赞赏SAC在提升ISO标准对贵国重要性和经济效益的意识上所做的贡献,特别是促进ISO标准在行业领域和地方层面上的应用所做的努力。实际上,标准化意识是非常必须的,而参与标准化活动的能力也是重要的条件,因此,培训就显得意义重大。我们与SAC就此开展了合作,并将继续合作,培训专家参与标准化活动,未来进行良好合作的一个瑞兆是2007年首次颁发的ISO标准化高等教育奖授予了杭州计量学院,表彰其培训国际标准化专家的教学项目。这也是贵国未来在国际标准化活动中做出进一步贡献的良好开端。贵国将很快有机会展示中国参与国际标准化活动所取得的成绩。2008年北京奥运会将是中国展示其实施采用国际标准的绝佳契机。不久以前,我在北京出席了一个绿色奥运的论坛,并在那次访问中顺访了上海,并与2010年世博会组委会进行了讨论。该届世博会的主题是更好的城市,更好的生活,毫无疑问,这也将成为中国展示其实施和参与制定国际标准的一次良机。

总而言之,通过本次演讲,我希望能表达我们期待中国更深入地参加我们的标准化工作,并从国际标准中获得经济和社会效益的愿望,并同时通过参与国际标准化活动,展示其负责任的大国形象。

It is a pleasure for me to convey this message from the ISO family to our stakeholders in China. International Standards have become in growing demand and in growing production because of the globalization, not only of trade but of many other issues such as climate change, environmental protection, security, health or also because of the pervasiveness of information and communication technologies.

ISO is the leader for the production of consensus-based standards with 157 member countries, a collection of some 17000 ISO Standards, a production of approximately 100 new or revised standards every month, we are indeed leading the way for the production of International Standards. Our standards relate to the three dimensions of sustainable development, a new imperative for the global village. Indeed, they contribute to economic growth through standards relating to the dissemination of innovation and new technologies to the facilitation of trade or the dissemination of good business practices. They relate to the environmental dimension with good environmental practices, response to climate change, environmental labelling and standards relating to the quality of air or water or the measurement of noise or the disposal of waste. 

And they also relate to the social dimension of sustainable development in relation to consumer protection, safety at work or health technologies and services.

China has been a member of ISO for many years but the participation of China in ISO has become particularly important with your country becoming one of the leading economies of the world. It is time for you, not only to use international standards for your internal development or to conquer new markets but also to take an active part in the development of the content of our standards. Indeed, we have seen in recent years this higher involvement of your country materialize in ISO. A few examples: China has been entrusted two years ago with the secretariat of our emblematic Technical Committee 1 on screw-threads. In another industrial sector, recently China has been entrusted together with Germany with the secretariat of our Technical Committee on Ship and Marine technology, or even more recently, with the secretariat of our TC 38 on Textiles together with Japan. Indeed, your country is increasing its participation in ISO. The Standards Administration of China (SAC) is the entry point to ISO and we welcome the efforts that SAC is making to raise awareness on the importance and benefits of ISO standards for your country, in particular through the promotion of ISO standards in industrial sectors but also at the provincial and municipal levels. Indeed, awareness is necessary and also the ability to take part in standardization, so training is very important. We have been collaborating with SAC and we will continue to do so, to train experts and increase participation in ISO standardization and a good omen for the future has been that the first ISO Award for Higher Education in Standardization has been given this year in 2007 to the Jilian University in Hangzhou for its programmes to train experts in international standardization. So, this is certainly a good omen for your future contribution. You will soon have very good opportunities to demonstrate China’s involvement in international standardization. The Olympic Games in 2008 in Beijing will be a superb opportunity to show that China is indeed up to International Standards. I recently was in Beijing where we had a special conference on the green Olympics and during the same visit I also was in Shanghai and discussed with the authorities there the World Expo 2010. The theme of that expo is better cities, better life and no doubt that this will also be a superb opportunity for China to demonstrate its commitment to implementing and developing International Standards.

In summary, I would like to convey through this message our hope that China will increase its participation in our work and benefit from International Standards for its economic and social development and, at the same time, by participating in international standardization, demonstrate its good global citizenship.
